Hypnosis from Inkay.

Minmaxing or ignoring redundant stats is what it needs, like Beedrill did.
Serene Grace for several reasons.
Now it can abuse Scald, Water Pulse and Air Slash as well as having a higher chance to confuse with Signal Beam and freeze with Ice Beam so it could even have the opportunity to use Wish. The absence of its physical bulk is compensed with the chance of burning its opponent with Scald.

There, not broken, yet not a complete disaster in singles like Mega Banette or Mega Glalie or worse Mega Camerupt.

It can't learn Scald and won't learn it being part Ice type, this basically a rule already. I don't know about Wish either, Fur Coat may work if the mega will be fluffy as a seal cub or partially fluffy. The stats spread is okay except for the Speed that would be probably remain the same or drop in favor of its Attack and/or Special Attack. Just let it learn Freeze Dry instead so you have a free slot for support moves or other coverage ones, it does solve the Grass/Flying/Water/Ground problem at once, especially if uninvested.

Imo would completely outclass Excadrill as a Sand Rush sweeper. Learns Stone Edge or Rock Slide by level up, and Swords Dance. Hits harder, is faster, better bulk. Also can at least hit Rotom-W with a neutral STAB unlike Excadrill that has to rely on Rock Slide to even touch it.

it gets a thicker armor that covers its entire body, including its face, forcing it to attack relentlessly with reduced accuracy, thus hustle. Too heavy to fly, it lands on the ground and becomes a pure steel type, its wings change into spear like appendages tipped with a shiv that resembles normal Skarmory's wings.

This spread gives it the highest atk/speed total of any poke outside M-Mewtwo X!
Its defences suck but that's ok.
*Type: Normal/Dark would really make some of its move combos scary, making it an even better sucker punch user. 4x weak to fighting would be rough but not fatally so. It melts to mach punch.
*Ability: Gnaw. Effect: All biting moves (including hyper fang and super fang) inflict 50% of the damage dealt at the end of the users next turn. Fails if the user is asleep, fainted or switched out. Example Pokemon: Mega Raticate Explanation: A less bullshit version of Parental Bond. Speaks to Raticate's tendency to bite and not let go. Failing that, Strong Jaw, if hyper fang gets added to the list of bite moves.
*Move Changes: Poison Fang, and the elemental bite moves.

My point was that I was comparing the two as Sand sweepers, not Mold Breakers. And Sand Rush Drill (which is arguably more viable than Mold Breaker Drill) has trouble getting past Rotom-W due to Levitate and Steel resist.
