Hoopa-U will be ubers on the grounds that almost nothing in OU is anywhere close to an answer to it, alongside 160-170 offences which you can easily stick a Choice Scarf on. Yes it has 60 defence, yes as a defensive typing its bollocks but it doesn't matter when theres no answers to it

Hoopa-R is a strictly worse Chandelure and will be BL2 at the absolute maximum.

Neither is Heracross and that is OU.
Same with Heatran
And Magnezone
