Tough Claws boosts by 33%, Strong Jaw boosts by 50%. It's like Life Orb vs. Choice items.

The only real issue is Iron Fist/Reckless being shit and only boosting by 20%. Jesus.

There are few actual "claw" moves, they named it that way because they couldn't find something better. Also, Gamefreak doesn't really care about patterns.

Iron Fist is a relic from the days before power creep went off the rails. Back when base 130 was considered an impressive attacking stat, and base 100 speed was pretty fast.
