If it's eBay, just buy it and investigate the cartridge afterwards. The last time I bought counterfeit games from chinks they just gave me a full refund because they weren't even worth the cost of sending them back.

Yes, the PEGI rating should be black. The colored ratings only started being used in 2010.

and 20$ is cheap. Usually you have to pay something like 40-50$ for english platinum version in Poland
