Have any actually POPULAR pokemon ever been good? The main popular pokemon are things like Pikachu, Jigglypuff, Mew, clefairy, butterfree...

Charizard and Lucario are popular, but they weren't particularly good before their mega evolutions.

I wouldn't say that they were made mediocre. Stuff like Vaporeon was good back in the days. The problem is the power creep. Everything that isn't min-maxed or has an extremely good ability can't compete these day.

They've been very far from mediocre in the past, at least most of them. Jolteon's been OU's ultimate revenge killer for four generations straight until sanic fast megas and priority spam rendered it obsolete. Umbreon and Vaporeon are great support mons in UU and were OU in the past. Espeon carried Baton Pass teams on its back until they were banned. Sylveon tears Doubles format apart and is a great support mon in OU as well, won't leave it anytime soon.

Flareon, Leafeon and Glaceon are the only legitimately shit ones.
