Backtracking can be done well. The idea, to me at least, is that when you backtrack through an area at a later point, more of it should be open to you than when you first came through it..

Either through having access to field moves you didn't before or because the game is no longer blocking something off with a group of dancing guys or something. There should be a reason to be here beyond simply needing to go back to another place through it.

Hoenn actually had that, such as with Surfing areas after Petalburg. Hell, there's even two lakes right there for you to Surf over. Incidentally, right after beating Norman is the only forced "hand-holding-backtrack-transportation" the game does. Every single other instance of it is optional but this one, for some reason.
