Thundurus can lure it with mixed/physical sets
It can't do anything but PP stall Mega Sableye and Magic Guard CM Clefable, same with Crocune who's guaranteed to win PP war
Mega Diancie does a lot with Diamond Storm
It can't touch Gengar
Latios does a lot with Psyshock, beats it with CM sets, cripples it with TrickScarf
Tail Glow+Rain Dance Manaphy beats it
Rain sweepers can beat it. Omastar lures with Knock Off and mixed Kingdra sets can 3HKO (2HKO without eviolite.)
And so on. It doesn't endlessly wall every special attack, it hardly walls most physical attackers. It's also really passive, many things have zero trouble switching in to it especially if they have recovery and/or Toxic immunity, it absolutely can't afford to take Bisharp's Knock Off so it's pursuit trapped there (Dread Plate pursuit does min. 42%) and so on. It's not even remotely broken.
