I remember back in Gen1 it only learned Fire Spin as a level up move and I already used my Fire Blast TM on Flareon. The thing's movepool was shit without TM's. Soince it took me 2 freaking days to navigate Victory road and catch the fucker, I was sort of pissed.

Two words: power creep.

Gamefreak refuses to to buff up old Pokemon anymore properly and the word 'legendary' has pretty much lost all meaning. The new legendaries, particularly from Gen V with their ugliness and proper min-maxing and large movepools are a lot better.

Articuno has it worse because they refuse to buff Ice type as a whole, but they think Mind Reader + Sheer Cold is broken. Moltres is actually usable but 100 attack points is wasted on something thats only physical move that appears usable but isn't is Sky Attack. 90 speed too slow these days. The trio as a whole needs unique abilities that match them flavourwise.

drizzle zapdos, gale wings moltres, no guard articuno

zapdos gains mainly in defenses, moltres gains mainly speed and special attack, articuno loses some speed and gains a lot in defenses

Give it an actual move pool, and a broken ability.

If Hotwings and yolo-zard told us something, it's that you need something inherently broken to even be OU material if you take 50% on SR.

Oh and that you need to be offensive.

Moltres, it might not be good but it at least has the stats for an offensive mon and has a decent type for offensive presence.
Articuno however has more of a specially defensive build with arguably the worst typing (ice) which only offers flying being neutral to rocks and gives it rocks, fire and steel to deal with.

Eh it's a fire type that does better in rain thanks to hurricane.

To fix it they need to give it a better ability like regenerator (i know ho-oh already has it but they have the same theme)
+ physical moves like sacred fire and BB
+ 11 points in speed

And if they ever give the trio megas:
