You realize 126 base speed isn't going to be faster than most things that carry a scarf or are at +1 right?
Not to mention things like prankster exist and you don't have to be weak to priority to get hit hard by it. Look at two banned mega, Kangaskhan and Mawile.

Speed is a factor, but Gale Wings plus that speed is what makes all the difference. Add to that the high-power STABs and Talonflame manages to make a very effective role out of a handful of perks.
