Like if I'm using Rain a majority of my team is going to be lower tier.
If I make a team that's weak to birds I'd add Rhyperior.
And if I wanted a durable Keldeo check I'd add Celebi (and for whatever other reasons Celebi can be used, it does a lot.) And enough people thought that that Celebi become OU. It's how these things work.
