Ok so according to the "Staraptor theory" that if a pokemon evolves later, instead of very early on the game, usually gets better stats let's start to improve some early route shitmons by using this method.
(be careful to not exaggerate)

Noctowl now evolves at lvl 31

HP 100-->100
Atk 50-->65
Def 50-->80
Sp.Atk 76-->86
Sp.Def 96-->106
Speed 70-->70

(Hoothoot gets +20 at both of its defenses so it won't be a total pain in the ass to carry around)
