If they don't make him champion (which would be pretty weird I'll admit), they should either toss the idea that you shouldn't be able to lose to him then aside completely, or add a postgame battle where he actually puts up a fight
and uses death flower Flowette. Or possibly make him the final trainer you face in the same way Ghetsis was in B/W1, basically taking the place of a champion while not holding the title for story reasons.
