The reason you see so many foreigners promoted on Youtube is because their popularity gauging system goes by region. If a specific Youtuber from a smaller country gains mild popularity, the system will only see "this guy has a huge following compared to the (few) other major Youtubers from his region" and will promote the hell out of them.
It's also a big reason why PewDiePie somehow became the most watched channel on Youtube, because he was one of the few English-speaking Youtubers in whatever nordic country he came from.
