I'm not well versed on pokemon lore, but i had a couple Team Rocket related questions.

-Is it generally known to the public that Giovanni is the boss?
-Is it known to individual grunts?
-What does Team Rocket even DO outside of Jessie and James?

I think the game mostly has it as rumors? I know people talk about it because fame checker, but the league doesn't seem to care. The Manga's gym leader league is half comprised of Team Rocket members, so that explains them.

It's pretty clearly known to most grunts in any media. They get hired and do work for someone.

Team Rocket just kinda steals Pokemon and exploits them and people for profit or scientific interest. See Game Corner, Mewtwo, Mt. Moon and Nugget Bridge.

In the B/W series they had a few other plans, including trying to capture Tornadus/Landorus/Thundurus. And that was an organization-wide thing, not just Jessie and James. So they do other things.
