It depends.

Pikachu gets 100 SPA and 110 A from light ball. However, Raichu still has better speed and defense stats.

Raichu is better for support and Pikachu is a pretty good glass cannon.

Everything outspeeds it with Light Orb.
Choice Scarf leaves it without any power.

Game Freak could upgrade Light Orb to double the Speed as well. Then it would be okay.
