Luxray. Powerful in Sinnoh (though Spark as its best physical option is a letdown). Needless to say it has very stiff competition as a pure Electric type everywhere else (Raichu gets better coverage, Eelektross has no weaknesses, Ampharos and Manectric have Megas, etc.).
