If someone is able to reach and maintain the ELO score threshold to vote, it is fair to assume that they have a clue as to what the meta for that tier looks like and how it is affected currently.
Having "the wrong kind of reasoning" for a vote to ban or not is a moot point. If you worked hard and got the score, your vote should be counted. That's the fairest way.
