He is the biggest Mary Sue in the Franchise.
Now I'll break that into points:
>He gets ludicrous ammounts of screen time compared to any other pokemon, rivalled only by Pikachu and maybe Charizard.>Whenever he appears he is portrayed as the perfect pokemon. Absolutely loyal, with an incredible ammount of understanding equivalent to a human's and undefeatable unless you are a chearter in which case you are lower than dirt.>It gets all sprts of bullshit powers, like its aura manipulation that really don't have a place in the franchise unless you are a Psychic in which case its understandable.>Ingame it gets all sprts of goodies such as Extremespeed and other moves it doesn't make much sense for it to have while other pokemon have movepools dryer than the Gobi desert.>It gets the most ammount of in game events of all pokemon for little reason.But Lucario's biggest fault is that, despite all the attention, despite all that is given to it, can't live up to the status GF artificially enforced for it. Its just a boring, generic 'slightly edgy but not too much' pokemon made to appeal to as many people as possible with a focus in preteens that use flawed logic that leads them to believe that such things as Lucario for being edgier are more radical, thus rebelious and cooler and that they ought tp like it despite whatever an indepth analysis of it would tell them. Competitively, Lucario is pretty shitty. It definitely doesn't compare to how GF portrays it, reason why it was given an embarasingly broken Mega to further appeal to the kiddies that think that 'I ought to like whatever is the strongest because it'll mean that my taste is better than the rest since my fav beats their fav'.
All in all, Lucario is a terribly executed pokemon from a mature standpoint. If it didn't exist and I were to post it in DA as we know as my OC it I'd get laughed at everywhere and my deviation would be a mainstay in cringe threads.
