It would only be a small boost, like +1. But still only useful when Arcanine faints, so I think it's fair.

Comes out disguised as the last Pokemon in the party. It fades when the user loses 25% of its HP or more

Basically, it's a substitute disguised as the last Pokemon. Zoroark is still frail as shit so it won't matter much, but at least it can evade status moves and have a chance to set up.

Well, on the dex it say it can create black holes even if we know dex is bullshit sometimes and i don't think if any mon get a black hole created in his face or even near it can survive it could also be a takbir move like a 1HKO explosion, also the penalty is meant for if you hit it you kill both but if you fail you fucked your next turn.
