It's 2016. GameFreak has hired you to design the new Grass type starter, with one condition. It has to be the most popular starter of the generation, like Charizard or Greninja.

That would giving it a "badass" design that kids would love and making it as competitevely viable as possible (OU at least)

Hard mode: no changes to Grass itself

High speed and high attack. Hidden Ability gives it priority with slashing moves. It learns Sacred Sword and Leaf Blade naturally.

The wildcard element would be its major drawback to balance its huge SpAtk/Spe stats. It gets faster Solar Beams in sun, but 100% accurate Thunders in rain.

Stage 1: Small black creature with glowing yellow eyes. It has arms like thin branches and leaves for hands. It also has a small stem on its head.
Stage 2: The leaves have grown to cover the arms and it wraps itself in them. Think Swadloon but you can only see the glowing eyes under it. The stem on the head begins to bud with yellow leaves. Accent colors of this pokemon are yellow.
Stage 3: a black, greninja sized humanoid wearing leaf armor with glowing yellow eyes. The flower on its head is open and covers its face like a mask. Yellow lines glow on its body giving it the electric aesthetic. Jungle warrior/shaman sorta vibe--not unlike the forest boss from Majroa's mask.

Nothing too difficult.
Take Sceptile's design, make it Grass/Dragon, a really good DW ability (Speed Boost? Not sure what fits) and lump some of its attack to its special attack.

If you want something totally original, I wouldn't mind a Grass/Flying bird-looking thing with maybe Sap Sipper, Natural Cure or Gale Wings and maybe 60/105/63/115/70/117 with a good movepool.

Grass/Ice, looks like a Dragon, is the easiest one to use in-game because it is super-effective against 6 out of 8 gyms, but is weak against the first two to make it seem like its harder to use than it is. It gets 3 mega stones, a primal, and is Ash's only fully evolved starter for the gen. It'll also be the only gen 7 Pokemon to be featured in the next Smash Bros.

Grass/Steel humanoid lizard inspired by a gunslinger. Has a cloak and possibly some kind of hat made of leaves. Body is mostly grey with dark green details.

Reasonably high mixed offensive stats with high speed and decent bulk.

Hidden ability: Sharpshooter
Both Sniper and Super Luck at once

Learns a wide variety of projectile based moves, plus a few support ones

A sweeper with wide coverage that boosts both of its offensive stats by two levels with a single Focus energy.

Evo1 (Grass): A small cute sapling, think baby Groot but with a bigger head and root legs.
Evo2 (Grass):The sapling has grown slightly and gained cheap/proficient wooden armor, akin to Samuri
Final Evo (Grass/Steel): Wooden armor has been replaced with glorious nip steel, a beard made from roots pours from helmet.

Learns Leaf Blade, Sacred Sword, Iron Head, and Slash naturally.

Hidden Ability is -ate ability that turns Normal type moves into fighting ones.

A Grass-type cat whose final evolution is a Grass/Steel Tiger (based on Bai Hu/Byakko).

Stat-wise, it has decent mixed attacking stats and pretty good speed for in-game, but it gets full mileage out of Sheer Force as its hidden ability; with a decent movepool to abuse and a good speed tier, it carries itself pretty well.
