They have explained the Feint BP nerf in Gen5 too, it was reduced in power to prevent Technician abuse but now it will always hit outside without depending on protective moves only. There are some things GF knows how to approach to.

No, and it wouldn't boost Knock-Off even if it was at 60 and the opponent had an item. Technician doesn't add on any other boosts that cause the move to exceed 60.
