Ubers is mostly just a way to play with broken shit (barring M-Ray which was so ridiculous it fucked over a tier full of broken shit).
BL0 serves no purpose, because it's mostly OU but with a handful of Pokemon reintroduced due to favoritism (no one ever talks about making a tier for Deo-S). And since those Pokemon are by definition unhealthy, the meta ends up unbalanced but without the freedom of Ubers.
There's also the question of why the hell Smogon, a site which focuses on competitive, should create a brand-new tier because a bunch of people who don't even compete seriously complain about a handful of bans. And since these people only ever want legendaries banned, there's already the perfect tier in XY Battlespot which you can play on Showdown.
