I'm not a genwunner, so I don't remember anything before D/P/P. How hard was it to get a perfect IV pokemon in Generation 3? Friends say it was practically impossible.

Hi there OP. Well the whole IV and EV system was pretty unknown to most of the player base due to the fact that most players at this time were casual. I wouldn't know exactly what made the player aware of the IVs a Pokemon possessed within the game itself so outside sources such as the web provided most of the help. As for getting a perfect IV Pokemon through breeding I would assume it relied on luck really. I hope this answered your question.

Most people just EV trained with the Macho Brace with fighting specific mons. This was usually enough.

I did that.
It's awful, horribly awful.
Anyway here's an Octillery with 31 IVs in HP/DEF/SP. ATK and DEF.
For the love of God I wouldn't even try for a pentaperfect thing, it's just not worth it, especially since I did it in Ruby, so no Everstone for Nature and no guy to tell me if that pokemon has perfect IVs in something, since that's from Emerald.
