The status is inflicted, but the effects don't trigger. It gets a bit technical. A pokemon with disregard activated, but is asleep, can be attacked by dream eater and can sleep talk, but it can still move.

this is where Milotic can shine if it can learn Disregard. Imagine being burned without the side effect, but the Marvel Scale triggers.

It's one of those complicated mechanics just like how complicated sheer force is to anyone who reads it first.
