Gyarados is literally better. Only Waterfall does more damage on Gatr, and it's marginal.

That being said, the only reason to run Gatr at all in OU is because of SD+Aqua Jet, something Gyarados does not have access to. It'll be UU at best.

Craw can spam banded Knock Off all day, alongside access to Aqua Jet. It deserved to be BL. Gatr needs a turn to set up, and it only has one STAB move besides its priority (and you should only be running the latter). They're not the same Pokemon and you're an idiot if you think Gatr is a strictly better Craw.
