Should Desolate Land reduce the power of water attacks by 75% rather than granting outright immunity? (Ditto for Primordial Sea and fire moves)

Nah, Primordial Sea should just grant Kyogre immunity to both Ground type and Fire type moves. It's much more fair and balanced that way.
