The Pokemon there would probably be simple. Bug and Grass and Water types, Pokemon like Farfetch'd and Swanna, like Deerling, and of course Miltank because Wisconsin. And only fresh water Water types.
Gyms would be simple things. Flying, Bug, Grass, Water, Normal. An Ice gym, since it's so cold. A Rock gym 'cause of all the beautiful bluffs and rock formations. And a Ghost gym, I think, for all of the Native Americans and Hmong that populate the state. E4 don't tend to follow the region's theme, so I don't think it really matters.
The villainous team would probably be eco-terrorists. People who steal others Pokemon so they can't expand settlements. But the leader would just be someone who wants to make money by shutting others out of the expansion industry.
The theme of the region would be all of the different colors nature can produce. Orange and yellow and red leaf colored towns. Light blue and dark blue. Grey and brown. The conflict would be about the presence of protected land when there's little land to go round for settlement.
