Supposedly it's Sakurai's choices of what characters are included. I know it's difficult to swallow for most but Charizard is a popular Pokemon so it stayed and Squirtle and Ivysaur were cut.

Charizard is kind of fun to play as, at least.
Would have preferred Ivysaur though so that the roster isn't 90% biped.

Yeah Lucario is kinda boring in Smash and Force Palm is kinda useless. Charizard's Flare Blitz is fun to fuck around with and Sesmic Toss is great.
