TO MAKING THEM A PERMANENT PART OF THE MOVE SET

They should just scrap HMs altogether.

Either group moves according to type (slashing, crushing, whatever.) in the same way they do for sound or "ball and bomb" moves. All slashing moves can cut grass - cut, slash, night slash, psycho cut. All crushing moves can smash boulders. Etc,

Or give pokemon themselves powers like they do in Pokemon Ranger. To cut a tree, you need only a pokemon with the right power and the required badge.

Easy breezy.

Lower cut to 60 BP, Steel is good, another option would be grass, make it always crit (Like frost breath, storm throw etc.)
Rock smash: Boost to 60 BP, 100% chance to lower def by 1 stage, or leave power as is but give 100% chance to lower def by 2 stages (phys acid spray).
Whirlpool (and every other partial trapping move, aside from Magma Storm) boosted to 100% accuracy. Why they haven't done this already is beyond me.

There really isn't any downside to replacing HMs with key items. Axe, scuba gear, flashlight, surf board, and hammer. The ones I have problems making items for is waterfall and strength. And while the soaring feature is a thing, they can't use the Eon Flute and Lati@s forever.

Honestly, the easiest solution would be to give players a free handout Talonflame and the Scorched Flute at some point in the storyline. It'd make sense to have the regional bird be the new soaring model. Maybe make it shiny with it's hidden ability so it's not just like every other talonflame you can catch.

Waterfall could maybe be climbing gear maybe? I have no clue on what strength could be.

The downside is losing a huge portion of the flavor of the universe. It's a world where pokemon are used to help with just about everything in every day life. Key items are lame as fuck when we could be using pokemon to accomplish the task. More key items is the last thing we need.

All you need to do is remove HMs and give each pokemon equivalent field actions for the HMs they used to be able to learn. Make this information available as part of the pokemon summary screens after contest data.

Any water type can water berries, various pokemon can be ridden on land to replace bicycles. You can even get rid of abilities like Pick Up and replace them with an appropriate field action.

It's a good thing for your pokemon to be weighed down by shitty moves.
It's a good thing that shitmons have a reason to be on a team.
It forces you to get a little bit out of your comfort zone, so you don't just fly through the game with 6 overpowered mons, so that maybe that linoonethat spent so much time with you will get your simpathy and be included in the hall of fame.

Your Golurk COULD fly you about, but you assume theres nothing else in the sky? No other trainers? Some policeman in a Drifblim would come down and scold you until you get the necessary badge which proves "this trainer is more than capable of handling their pokemon and more extreme terrain", and they'd let you pass.

After the gym where you would normally be now able to use the HM you got beforehand, there'd be some point in the story where you'd encounter a legendary .
e.g. the cave near a town has had cave-ins recently, stopping mining work. After the gym battle, you investigate and quell a Regirock causing strife down there.
Maybe you get a stone flute, or a shard, or you have a key item from near the beginning that upgrades with each legendary you find.
Maybe some mystical Kalimba, and each piece you get from a legendary is another key and note for it. Cut would be an easy song, needing one chanting note, and Fly would be a sweeping song using 5 or more keys.

Cut and Strength are supposed to be neutral moves that allow Pokemon to cut and chop little sprouts with fangs, lambs , claws and edges (except Zangoose) whiile Strenth is just a physical power that isn't necessary a fighting technic, it has been throwing stones and lands parts from Gen1 to Gen2 while from Gen3 and forward it was basically a temporary adrenaline rush.

I do like the idea of Strength having 20% of rising its user attack by +1. Keeping thr same BP or lowering it to 70 BP.

There's a solution. Don't make the game so fucking easy. Don't make gym leaders seem like fucking beginners, raise their levels, make it an actual challenge. But HMs don't make the game harder, they just make it more aggravating. They always have.
