Step two, have multiple difficulty levels.
Step three, make an open world in the vein of Bethesda games. Tons of optional side quests and dungeons to explore at your leisure. Have wild mons scale roughly with your party and a few legendaries and "boss" mons serving as major challenges in the wilderness. Gym leaders should scale with the player and provide real challenge. All Gym leaders should have full teams. Latter leaders should have held items and legitimate strategies like weather teams, setting up hazzards and phazing, batton passing, etc. The biggest challenges await at the end of Victory Road with each Elite Four member having a legendary mon in their team.
I think the turn based combat is fine, though I would like to see changes to stat distributions and some minor changes to the type chart to balance things out a bit. Ice, Poison, and Psychic need some buffs.
