Fairies in pokemon appear to be linked with plants, forests, and living energy in general. Not to mention warmth and closeness, like hugging.
Frost and cold is the antithesis of all of that.
Also, Fairy is already resisted by Fire, another temperature extreme. It'd be nice thematically to have the other extreme be a resistance.
