Who the fuck was in charge of creating the movesets of trainer pokemon back in Gen 1? I've replayed Yellow recently and even though gym leaders have pokemon several levels stronger than mine, they have the most retarded movesets. A lvl 50 Rapidash that apparently only knows Fire Spin? All those retards that spam tail whip and leer at high levels? Seriously? My lvl 34 Snorlax soloed Saffron gym and my level 38 Vaporeon steamrolled everything at Cinnabar. What the fuck?
