If you think you'll only play one Pokemon game for a while: ORAS.
If you're intent on playing both gen 6 games soon: XY

ORAS has everything XY has plus more. Starting with XY will ease you into the new features and make sure you're not horribly disappointed by how unfavorably it compares to ORAS. Basically you'll be eating your pizza crust-first so you're not left with a box full of crust later. Unless you're a freak who prefers crust, in which case reverse that metaphor.

ORAS. I'd say wait for the inevitable release of ZX/ZY or hope that XY will be Club Nintendo Platinum rewards. Also XY it's kinda obsolete now considering all the new stuff is ORAS exclusive and not compatible with them.

You can't be serious. ORAS has:
Amie (shared with XY)
Super Training (shared with XY)
PSS (shared with XY)
Battle Maison (shared with XY)
DexNav
Trainer Rematches
New Megas
Move Tutors
Delta Episode
Better/deeper characterization on all fronts, rivals especially
A more fleshed out version of original R/S story

Literally the only differences XY has from ORAS are Kalos, story, and looker sidequest, all of which are inferior to their equivalent Hoenn offerings. I was disappointed at no Battle Frontier too, but ORAS is leaps and bounds above the now-obsolete XY.

XY is the last original game, ORAS is a good remake of a shitty game.
Go with XY first, remakes are there just to fill the gap between original games.
XY definitely triggered back the love for pokèmon games I used to have, go for it.
