well its not so much that manaphy isn't a firefly, because the japanese name for "sea angels" which is what manaphy is, is call "sea fireflies.

Google and you'll see why, they look like underwater fireflies.

I want to say Gamefreak just hate it, but then why bother giving it a mega? Have they just totally forgotten to give it Head Smash and Brave Bird?

Yeah, it's definitely my favorite Mega gotta go fsat but I'd really like a decent Tough Claws STAB for it. The problem with Head Smash and Brave Bird is that they're arguably better on CB Rock Head Aerodactyl since the Mega loves that extra 40 points in bulk like you wouldn't believe. I'd like a Flying-type clone of (High) Jump Kick for it, and more Rock-type moves period.
Fact: Rock has the second fewest moves of any type, only beating out Dragon.

Head Smash shouldn't be learnable by every rock type. Maybe a few more things deserve it (I think it'd make sense on Steelix), but eh.

I didn't name all of them. I named things that are almost 100% head, their evolutions, and other things that typically use their heads to attack.
Fact: Of the 24 Pokemon that can learn Head Smash, only 10 are Rock-types.

I think it might be pretty cool if they introduced a mechanic where Pokemon would forget moves upon evolution that it no longer makes sense for them to know.

Shell Smash Shellgon could be pretty fun, and I've always liked the design significantly more than Salamence.

Not necessarily anything that's rock-type that can use their head to attack should learn Head Smash. I couldn't imagine something like Golem or Tyranitar using it to great effect, for example. Especially the things you listed that are pretty much just 'heads'...

Head Smash is one of those moves that you don't have to be a Rock-type to learn.

Out of all your suggestions, I think it makes the most sense on Rhyhorn/Onix/Aerodactyl.

Good idea, things like Huntail/Gorebyss Shell Smashing still feel odd... although it'd also be pretty annoying to see some of your moves missing after evolution. Although this could give you more reason to use certain NFEs that are radically different from their evolutions, which is pretty cool.

The Geodude family can have Rock Head as an ability and learn Iron Head from tutors, they could easily pull off Head Smash.
Tyranitar also learns Iron Head and would get Head Smash as a Pupitar because it shoots itself like a rocket to attack and is supposed to be able to topple mountains in the process.
Makes more sense than Corsola.
