HGSS comes canonically after the events of FRLG. In the guidebook it specifically says HGSS is three years after Red became Champion.

This. "Walk through walls" is just a fancy expression for "manipulate the game's code in RAM to ignore the collision data in the maps so that I can go anywhere and walk on anything, even out-of-boundary areas that may or may not freeze or crash the game".
