Black Kyurem is a temporary fusion, not its own Pokemon. Kyurem can't learn anything it can't naturally use.

Prob got it as an egg move from GSC, a lot of things did. It could be traded back to RBY with previously unobtainable moves, so having a Ghastly in gen 1 with Ice Punch is entirely possible.

If Reshiram can learn Earth Power, how come Zekrom and Kyurem can't learn Earthquake?

And how come every dragon legends bar Rayquaza cannot learn Dragon Dance? THAT'S FUCKING STUPID.

Still, the distribution is too scarce. Only three legendary dragons. One even does better without it (Latios is mainly a special attacker)

The point is, it has muscle-packed arms from Zekrom, it should be able to punch something.

Like, for example, I inject V-Create onto Blaziken and Dragon Dance into Garchomp, Zekrom, and Giratina, Shift Gear into Metagross, Aura Sphere into Gengar, and Hurricane into Zapdos. Best decision ever.

You know, it's especially frustrating because Kyurem can still use Dragon Claw. Why can't it just use the same appendage it uses with Dragon Claw for Ice Punch?

IIRC, Gastly either punches with its tongue or generates a fish with special powers for punching moves.

The left comes from a different time period, when the elemental punches made sense on its final form and Alakazam because they were all special. The right has a super powered physical Ice type move, but it takes two turns to use. If it didn't take a charge turn it would suddenly have a movepool to exploit.

Has the highest Attack of any Ice-Type, is a hulking Ice behemoth, and doesn't learn any of Ice Punch, Ice Shard, Icicle Spear, or Icicle Crash. Any one of those would have make Black Kyurem sooo much better.
