If you're worried about muh balance, Primal Kyogre is still capable of dealing more raw damage than Primal Groudon.

The reason why Groudon is better is because it can do far more things more reliably than Kyogre can. People seem to forget how large Groudon's movepool is.

The depths of the ocean are my biggest fear and I like blue much more than red, so Kyogre and the threat it presents resonate with me. Groudon has better looks and typing, but it just doesn't give me the same primal feel.

I really can't decide. Primal Reversion made me actually respect then grow to love Groudon and Kyogre. They always seemed like something was lacking before. Same with Rayquaza.
