Also using his son as some disposable object in his plans was another thing.
Eventually realizing the subtle way was shit, he goes to a new level by just outright attacking the region, taking pokemon and aiming to kill the player for interfering with his goals. It also shows the split in grunts who actually thought they were doing good and abandoning, and the ones who still stuck around for the sake of having fun fucking the region over.
Not saying his method was the best but its different to "I want to make an ideal universe/world by flooding it"
