At first I thought Kyurem's movepool was so barren because GF didn't want it to too broken.

But then they went and made Mega Fug, so why does Black Kyurem still have a shitty movepool?

Has less to do with its movepool and more with people forgetting Freeze Shock exists and it taking two turns or a Power Herb to work.

This. GF thinks 2-turn moves are actually viable.
If Freeze Shock was "nerfed" to 100 BP and no charge turn then Kyu-B would be broken as fuck and would be sent back to ubers immediatly.

It's more for Ledian than its prevo. Despite its shit Attack, Ledian is all about punching; Iron Fist as it's HA despite being built for Walls and Batton Passing boosts, all the punching moves its been getting, even having Comet Punch as its "signature" move.

The translation is shit, the name of the move should be Junk-Shot. Because involves throwing literal trash cans into your adversary.
That's why Greninja and Primeape learn it.
