Well, in FRLG, GF added a photo of Fuji and Blaine to Cinnabar's gym but that's the only known relation. Mr. Fuji was Dr. Fuji when he founded the lab and he probably took part in the creation of Porygon as well (there's a report in Silph Co. that says that Porygon is the first VR Pokémon and it was created by the lab).
