Pre gen IV there was no physical and special split between types.
I.e. All water type moves were special
All fighting were physical, etc.
Gen IV 'split' these so types both have physical and special type moves

In Gen 1, Articuno, Zapdos, and Moltres all had a Special stat of 125. When the special split happened in Gen 2, Moltres and Zapdos got 125 Special Attack. Articuno, the Ice-type, got 125 Special Defense instead.

They've been doing it for years.
