Speed is binary. If your Salamence is slower than your opponent's by one point, you get hit first and usually KO'd every single time.
An item that gives you only 2 extra points in speed would be much better than Muscle Band or Wise Glasses since that damage is negligible, outspeeding every non-choice scarfed Pokemon in your same speed stat is huge.
