Raikou and Entei have some (very few in Entei's case) traits in common with cats. Raikou has catlike ears, limbs, and a flattish face decorated wih stylized whiskers. Entei looks considerably less feline, having thick limbs with large paws, a canine-like stance, and lacking Raikou's feline head shape and catlike ears. Suicune has pretty much nothing in common with a cat, sporting a canine face and muzzle, and appearing more like a dog or wolf than anything.
They're based on different animals. They aren't all cats any more than they're all dogs.
