It's more like you need to be a certain age before your parents will let you go off on a journey with just your Pokemon. The small children in the games probably aren't far from their homes, or are accompanied by a parent/guardian/babysitter.

This. I don't see how they could regulate kids fighting with and owning pokemon before they hit 10. It's probably just that they can't be League recognized trainers until then.
