Yeah, in Gen III all NPC double battles outside of Battle Tower/Frontier only had 2 pokemon. I guess they thought it would be too hard otherwise.

I remember those gym leaders being more difficult despite only having 2 Pokemon when I played Ruby way back when but that might just be because I was 10 at the time.

Since I always go with charmander I run into this a lot. The best option I found is just buy the magikarp and level it though mt.moon all the way to bills house. When you are past the nugget bridge it should be by lv 20 and beat misty pretty well. Any other option is butterfree for status and find a grass type which is a pain in the ass to lv up in that area because of shit xp yields.
