France is one of those countries that is actually fairly dark compared to the rest of Europe, which is strange, especially in southern France. The dark hair/light eyes/murky skin is pretty fucking common.
Considering that, to the Japanese, Pheobe is the colour of southern Japanese people (compare this to May, even Brandon) when compared to regular Japanese, this kind of colour difference is common. I guarantee if you look at two pictures of Japanese people, one from the southern islands, and one from say, Hokkaido, you wouldn't see a difference. But the stereotypes exist hence the differnces in colour. And Skyla is meant to look like a tanned white person according to the games (tanned from being up in the sky so often).
