That isn't how long game development should be, the Pokemon games that a lot of people hold in high regard took give or take 2 years of development. (At least I'm 99.99% sure they did)
HG/SS, PT, BW2.
There's a pattern, obviously more development time means a better game.
I do agree with you, if ORAS had Battle Frontier every would love them, but they don't, so everyone over exaggerates and says they're shit because of a disappointment.
X/Y are just unused potential the game, Kalos is a great region, but it has to be done correctly for them to be great games, and if they fuck up, then Kalos is doomed to be a shitty region just because they couldn't be bothered to give it a little more time.
