With the ramsav editor, you can set what region the Scatterbug caught in your game will be, including Fancy and Pokeball versions.

You can also change the form of the Scatterbug-Spewpa to whatever you want it's evo to be.

what I did for my elegant one is I just set langauge to japan, country to japan, sub region tokyo, and 3ds region to japan, used google translate to translate my name in japanese, made up a TID/SID and pkhex automatically will change vivillon to japanese and that was all I had to do.
