Dragon as a type is stronger than average, key resists and until now had only 2 weaknesses.
Dragon mons up until a certain point were supposed to be the cream of the crop, the highest and most sought after. Even in Gen 1, Dragonite was and is still a 600BST mon, look at most Dragons, they were made with the intention of being powerful, but some lower tier Dragons were essentially left behind. Druddigon, Flygon, and Kingdra compared to Garchomp, Salamence, and Rayquaza. There is an extreme difference between the good dragon and the poor dragons. The pisspoor ones didn't need a nerf as their typing doesn't save them from sucking or just having 1 niche. Dragonite, Salamence, Garchomp, and Ray needed actual nerfs, not another type for them to just run Poison Jab, Iron Tail, or some other non-dragon type move which they all did anyway
