Out of the three you have there, it's a toss between Ramses and Neptune. K. Rool doesn't cut the mustard, but when it comes to Ramses and Neptune it always boils down to a heated debate. On this team though I think you should use Ramses since you already have the Cyclops as your Water-type.
I don't know what the fuck you're thinking, but Dr. Robotnik has no right to be on an Ubers team. Just because he's in the Top 10 in OU doesn't mean he's in the top ten in Ubers. If anything, Swap him out for Michael Rosen. Rosen is one of the most popular things in Ubers right now and it's not very hard to see why: his Bag of Plums set counters some of the most common things in Ubers.
Cyclops is self-explanitory. He's too fucking good.
Popeye is eh. Sure, he's got power, but that's all he's got, But if he works for you it sure wouldn't hurt to keep him.
As for your last 2 slots, experiment. I've heard that Gaston is starting to become more and more common, so you could maybe start with him.
